Despatch follows recommending promotion of Sparrow and Calthrop as Deputy Commissioners of Police, This will leave eight vacancies for # Assistent Superintendents. I am also recommending Chief Inspector W.R. Chesterwood and Inspector L.R. Whant promotion CoxAssistant Superintendent of Police. Messrs. Pittendrigh, Haif, Brown, Leys and Kite if

2. Leys can therefore be appointed Assistant Superintendent of Police on probation. War Service from 27th November, 1942 gives him three increments, 1.e. £545 per annum. I recommend five additional increments for previous experience. He would thus enter scale at £670 per annum arising to £760 on 27th November 1946.
3. I shall shortly be making recommendations for order of seniority in gazetting the ranks of police force, but pending decision on this question, person named should be informed that provisions of Section V, paragraph 1 R.D. W. will apply.
